Working arrangements: Remote work home will be granted if successful. Travel to Canberra for operational reasons will be required 1-2 times per quarter. Any required travel will be discussed in advance and notice given wherever practicable.

Length of contract: ASAP until 30 June 2025

Contract extensions: 1x 12 months

Security clearance: Must have Baseline clearance

Rates: $100 – $120 per hour (inc. super)

The ESTO is one of two divisions within the AEC’s Enterprise Transformation Group (ETG) established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the agency.

The Indigo Program is a large-scale transformation program to modernise business capabilities and replace core election ICT systems with a citizen- centric, agile technology platform. The Program will transform the AEC’s delivery of electoral services and ensure ongoing integrity of the electoral system. Tranche 2 comprises a variety of work packages with a focus on business process re-engineering, data management, legislative compliance and replacing aging systems.

The AEC is seeking a Data and Analytics Engineer who will play a key role in supporting the organization by developing the data warehouse solution, as well as the accompanying Data Marts and ETL Pipelines. This role also involves providing technical thought leadership to establish the data ETL/Warehouse strategy, solution design, and ETL and/or ELT (Extract-Transform-Load/Extract-Load-Transform) methodologies. Additionally, the Data and Analytics Engineer collaborates with stakeholders from across the AEC’s Indigo Program to achieve these goals.

The role is responsible for undertaking work that is moderately complex to complex and/or sensitive in nature, under limited direction, using expertise and knowledge within the area of business analysis.

The Data & Analytics Engineer will be responsible for, but not limited to:

  • Provide quality data warehouse and data mart solution designs for approval and implementation.

  • Designing, developing and managing AEC’s data warehouse and ETL solutions.

  • Optimise reporting structures to create effective and efficient centralised datasets/data marts.

  • Examining, implementing and documenting innovative approaches for the presentation of operational data and information to support stakeholders across multiple business areas.

  • Working with the stakeholders and subject matter experts to determine the appropriate data warehouse solutions required to meet business needs.

  • Determine process improvement opportunities and apply data frameworks, standards and policies.

  • Confirm data techniques and methodologies to be used, adjust as necessary to adhere to any restrictions and limitations for use of technology or tools.

  • Collaborate with project/program teams, to facilitate the build and delivery of workflow solutions using approved applications and ensure this is understood by users.

  • Understand and work to Agile methodologies whilst working concurrently with multiple workstreams.

  • Document, review and confidently communicate deliverables to stakeholders and Agile Delivery Team members.

  • Analyse, document and communicate details following implementation to take a constructive approach to transitioning to business, lessons learnt and continuous improvement

Key Personnel Experience (Mandatory Criteria)

  • Strong project management and organisational skills, with an emphasis on managing task completion against tight deadlines with the ability to prioritise.

  • Strong analytical and problem-solving skills with excellent verbal and written communication.

  • Experience working with other data professionals and business stakeholders to understand the existing data sets and tools and the ability to build good working relationships.

  • Demonstrated ability to manage concurrent data projects with a high attention to detail, while maintaining excellent quality and superior customer service.

  • Demonstrated experience working successfully with Agile methodologies.

Key Personnel Experience (Desirable Criteria)

  • Relevant tertiary qualifications in ICT or a related field and/or;

  • Background in IT, Engineering, Statistics, Mathematics, or other related discipline.

  • Technical knowledge in data-warehouse scripting, with structured and unstructured data.
